KHPA Home - Premium Assistance

The Kansas Healthy Choices program (Premium Assistance) was intended to be an extension of private health insurance to low-income families using a combination of federal, state and employer funds. The program was authorized by the Legislature and Governor in May 2007 with the signing of Senate Bill 11. Though it was slated for implementation in the January of 2009, it was removed from statute by the 2008 legislature.

The basic goals of the program were to:

  • Ensure access to affordable healthcare for families living in poverty by extending coverage to parents of Medicaid-eligible children
  • Protect benefits currently offered to children
  • Bring parents and children into the same private health plans
  • Increase participation by eligible children
  • Expand coverage solely through private health plans
  • Put parental benefits on a par with privately-insured families
  • Provide health plan choices for low-income families
  • Prepare the way for further reforms
  • Draw in Federal funds and takes advantage of Deficit Reduction Act (DRA) flexibilities

Kansas Healthy Choices Design WorkgroupThe Kansas Health Policy Authority convened an open and informal working group of interested stakeholders to assist in the design of the premium assistance program. The group met several times during mid 2007 to begin the development and design of the program.
