KHPA Board Executive Committee Meetings:

The meetings for 2009 will be held on the following dates from 3:30 to 5:00 on the 9th floor in Conference Room 9E of the Landon Building located at 900 S.W. Jackson, Topeka, KS 66612.

• Thursday, July 9, 2009 – No July Board Meeting
• Wednesday, August 5, 2009 – Board Meeting August 18, 2009
• Thursday, September 3, 2009 – Board Meeting September 15, 2009
• Thursday, November 5, 2009 – Board meeting November 17, 2009 - **cancelled and rescheduled for Monday, November 9, 2009, from 11:00 am to noon, in KHPA Office**

KHPA Board Finance and Audit Committee Meetings:

Meetings for 2009 will be held from 3:00 pm to 4:30 pm on the following dates

• Monday, July 13th (No Board mtg in July) - Cancelled
• Monday, August 10th (Board mtg August 18th) – KHPA Office **New Time: 10:15 am to 11:00**
• Tuesday, September 8th (Board meeting September 15th) - KHPA Office - Cancelled
• Monday, October 19th (No Board mtg in October)-- KHPA Office **New Date/New Time: 2:00 pm to 4:30 pm**
• Monday, November 9th (Board mtg November 17th) – KHPA Office
• Wednesday, December 9th (No Board mtg in December) – KHPA Office ** meeting is cancelled and will not be rescheduled

KHPA Medicaid Transformation Committee

The KHPA Board recommended in June 2008 that a Medicaid Transformation Committee be created to develop recommendations on cost-savings, program improvements, and potential new revenue sources for the Kansas Medicaid Program. Board members who participated on this Committee were: Joe Tilghman, Arneatha Martin, Garen Cox, and Dr. Ray Davis; ex-officio Board members who participated were Secretary Kathy Greenlee and SRS Deputy Secretary Ray Dalton (Linda Sheppard with the Kansas Insurance Department will also participate in any upcoming Transformation Committee meetings). The Committee was chaired by Dr. Andy Allison and met three times during the summer months to review a series of draft Medicaid program reviews in the areas of: Specific Health Care Services and Programs, Populations, Eligibility for Public Health Insurance, and Quality Improvements. Along with these program reviews, the Committee also considered a number of administrative actions, budget proposals, and revenue options.

KHPA Health For All Kansans Steering Committee:

The Kansas Health Policy Authority Board approved the creation of a new Steering Committee called “Health For All Kansans”. This Committee will take the lead in collaborating with the Governor, legislators, and interested parties in developing policies that will promote health and affordable health care. The membership to this Committee includes current and ex-officio KHPA Board members, key legislators, two invited public members, and KHPA Staff. Specifically the HFAK membership includes: Senator Jim Barnett, Representative Jeff Colyer, Senator Laura Kelly, Representative Valdenia Winn, Ned Holland, Dr. Vernon Mills, Susan Page, Joe Tilghman, KDHE Secretary Rod Bremby, KID Commissioner Sandy Praeger, KU Dean Gail Agrawal, KU Associate Professor Andy Tompkins, Troy Findley, and KHPA Executive Director Marci Nielsen.

• The Steering Committee held its first planning meeting on Friday, February 9, 2007. Please see attached agenda as well as list of policy options reviewed by the Committee.
• The Steering Committee met on Monday, February 19, 2007; please see attached agenda. Also attached is copy of Steering Committee Consensus and Process document, as well as copy of the draft Prioritizing Initiatives document.
• The Steering Committee met on Monday, March 5, 2007, please see attached copy of Committee Role, Guiding Principles, and Legislative Proposals.
• The Steering Committee met on Tuesday, March 13, 2007; please see attached agenda and also a copy of the Summary Document of timelines and possible legislation.
• The Steering Committee met on Monday, March 19, 2007, from 12:30 pm to 2:00 pm at the Eisenhower State Office Building, 4th Floor, West Wing, Conf Room B, 700 SW Harrison, Topeka KS; please see attached proposed short-term legislative package and associated timeframes. This document was reviewed by the members and several revisions were recommended to this document before submitting to the KHPA Board for approval at the March 20th Board meeting.
• The Steering Committee met on Wednesday, August 1, 2007, from 1:30 pm to 3:30 pm at the Eisenhower State Office Building, 4th Floor, West Wing, Conf Room B, 700 SW Harrison, Topeka KS; please see agenda and the Health Reform Roadmap which outlines overarching goals, timelines, and considerations for reform designs. Kansas has been selected to participate with a number of other states in the Robert Wood Johnson Foundation's State Coverage Institute to study the comprehensive health reforms currently underway. Membership to the Kansas SCI Team will be current members of the Health for all Kansans Steering Committee. Available here is the summary of the SCI program.
