Active Employee Health Plan - Plan Year 2007

Plan Overview:

The State of Kansas Employees Health Plan supports the idea of employee choice by providing a variety of plan options for participants. Participants may choose from six medical plan options including two Preferred Provider Organization (PPO) options,  three Health Maintenance Organization (HMO) options, and a Qualified High Deductible Health Plan (QHDHP). 

Eligibility and Enrollment:

Full-time and Part-time Employees in benefits eligible positions are eligible (see K.A.R 108-1-1). There is a sixty (60) day waiting period for new hires, but employees should elect coverage within 31 days from their first day of work. The effective date of coverage will generally be the first day of the month following the 60-day waiting period. Open Enrollment (change only) is held during each October. This Internet based program is an opportunity for employees to elect or change their coverage for the following Plan Year, beginning January 1. Premium Costs:

The State contribution for single coverage is an average of 95% of the premium cost.  For dependent coverage, the State contribution is an average of 45% of the premium cost.

The contribution is based upon the lowest cost HMO in the HMO area and the lowest cost PPO in the PPO-only area.  Employees may select any plan offered within their county of residence and pay the difference between the lowest cost plan and a high cost plan.  Participants who live in the following counties have a choice between the low cost HMO or low cost PPO:  Barber, Bourbon, Cherokee, Cloud, Crawford, Ellis, Labette, Mitchell, Montgomery, Neosho, Osborne, Pratt, Reno, Rice and Wilson in Kansas and Andrew, Barton, Bates, Cass, Clinton, Geary, Jasper, Lafayette, Newton, Ray and Vernon counties in Missouri.  

Eligibility for HealthyKIDS will be based on whether the family would otherwise qualify for the state of Kansas Health Wave (Title 21) Program, but cannot participate in HealthWave since the family has access to the State Employee Health Plan.  Eligible employees may qualify for the increased employer premium contribution if family size and income fall within the certain guidelines. For more information see the HealthyKIDS section in your 2007 Open Enrollment for Active Employees Booklet (PDF) and the HealthyKIDS Fact Sheet (PDF). To apply fill out the HealthyKIDS Application Form (PDF).

Contributions will vary based upon salary tier and full-time versus part-time employment status as well as by coverage level chosen by the employee.
