State Employee Health Plans

Open Enrollment 2006 for Plan Year 2007
Active Employees Only

The State of Kansas is pleased to announce the 2007 Health Insurance Open Enrollment for Health Plans and Flexible Spending Accounts. Open Enrollment of Active State of Kansas employees and dependents for Plan Year 2007 will be conducted using the Internet.  

All employees should plan to enroll through the State Employees Self-Service Center website beginning October 1, 2006.  Open Enrollment is the annual opportunity to make changes to your health plan and flexible spending account choices.  It begins October 1, 2006 and continues through Monday, October 31, 2006.  Employees are strongly encouraged to attend an Open Enrollment Meeting scheduled at one of the locations throughout the state.  Selected meetings will be attended by Health Plan representatives and Health Benefits Administration Staff.   

EFFECTIVE DATE

Plan Year 2007 begins January 1, 2007 for both the Group Health Plans and flexible spending accounts (Dependent Care and/or Health Care).  For members who enroll in the QHDHP for Plan Year 2007 and who were enrolled in the HCFSA in Plan Year 2006 will not be eligible to contribute to the HSA until March 1, 2007. Payroll deductions will be semi-monthly starting with the January 12, 2007 paycheck.

PLAN DESIGN CHANGES 

HMO/PPO:

There are no major plan design changes for Plan Year 2007.  You can view a plan design comparison in the 2007 Open Enrollment for Active Employees Booklet (PDF).

   The booklet is also available through agency personnel offices.

QUALIFIED HIGH DEDUCTIBLE HEALTH PLAN:

This plan incorporates a Qualified High Deductible Health Plan with a required Health Savings Account (HSA).  The premium for this new plan is less than others, but potential participants need to understand there is a high deductible that must be met before any benefits are paid by the health plan.   You can view more detailed information in the Qualified High Deductible Health Plan Frequently Asked Questions (FAQs) (PDF). For members who enroll in the QHDHP for Plan Year 2007 and who were enrolled in the HCFSA in Plan Year 2006 will not be eligible to contribute to the HSA until March 1, 2007.

IMPORTANT:If the Health Savings Account enrollment form to set up your bank account with UMB is not received by 12/31/06, you will be reverted to the Health Plan you were enrolled in during Plan Year 2006. If you were not enrolled in a Health Plan during Plan Year 2006, your Health Plan coverage will be waived for Plan Year 2007.

HealthyKIDS

HealthyKIDS is a program that helps eligible state employees with their premium costs for children coverage in the State Employees Health Plan (SEHP).  Those state employee families who are eligible will have 90% of the premium for their covered children paid by the state and will be responsible for the remaining 10%.  Employees may enroll in any of the available plan options, but the state contribution will be based on the low cost HMO or PPO.

Eligibility for HealthyKIDS is based on whether the family would otherwise qualify for the state of Kansas HealthWave (Title 21) Program because of family size and income. For more information see the HealthyKIDS section in your 2007 Open Enrollment for Active Employees Booklet (PDF) and the HealthyKIDS Fact Sheet (PDF). To apply fill out the HealthyKIDS Application Form (PDF).

Rates and Coverage Periods

Premium Rates - The State contributes an average of 95% for employee coverage and an average of 45% on dependent coverage. The contribution will be based upon the lowest cost Health Maintenance Organization (HMO) unless the participant lives in an area with no HMO availability.  Then the contribution is based on the lowest cost Preferred Provider Organization (PPO).  Other options will be available to participants but they will have to pay the difference in the premium cost.  The premium costs of the programs are listed in the open enrollment booklet as well as the Comparison by Cost and County map.

Coverage Periods - The health plan selected during open enrollment will begin on January 1, 2007.

REMINDER: Medical and dental appointments occuring in 2007 will be covered by your 2007 health plan.

KanElect Fexible Spending Accounts

The annual participant contribution level to the Health Care Flexible Spending Account (HCFSA) will be $3,480 for PY 2007.  For Plan Year 2007, the Health Care FSA, will not offer a grace period for incurring claims after December 31, 2007. Health Care and Dependent Care FSA expenses eligible for reimbursement are those incurred from January 1, 2007 through December 31, 2007. Claims for either FSA account must be filed by April 15, 2008.   There are no changes to the Dependent Care Flexible Spending Account (DCFSA) program.For more details click here Kan-Elect Flexible Benefits Program.

The Benefits Administration Staff has scheduled Employee Open Enrollment Meetings across the state.  They are intended to help employees and agency benefits personnel to understand the Employee Health Plan and Kan-Elect Flexible Benefits Program options.  Employees are encouraged to attend a meeting.
