KHPA Medicaid Transformation Committee

The newly-created Medicaid Transformation Committee which consists of KHPA Board members and KHPA Medicaid staff will hold its initial meeting next Monday, July 14th, from 1:00 to 3:00 in the KHPA Offices, 9E Conf Room, 900 SW Jackson, Topeka KS.

Additional meetings are scheduled for:
  • Thursday, July 31st, also from 1:00 to 3:00
  • Thursday, August 7th from 9:00 to 11:00

Both additional meetings will be held in the KHPA Offices, 9E Conf Room.

This Committee will develop recommendations on cost-savings, program improvements, and potential new revenue sources in the Kansas Medicaid Program, to be presented to the KHPA Board at its August 19, 2008, monthly meeting.


KHPAB Executive Committee Meetings:


Meetings will be held on the following dates from 3:30 to 5:00 on the 9th floor in Conference Room 9E of the Landon Building located at 900 S.W. Jackson, Topeka, KS 66612:

Meetings will be held from 3:00 pm to 4:30 pm on the following dates (unless otherwise noted), alternating between EMBARQ and KHPA offices.

*Please notify Marlene Shellenberger at Marlene.Shellenberger@khpa.ks.gov by 5:00 pm on Friday previous to meeting date, of your plans to attend, so that arrangements can be made for security clearance at meeting site.  Upon arrival please check in with security staff at first floor of EMBARQ and have Mary Baker contacted at 913-345-7979 so that clearance to enter building can be provided.

KHPA Health For All Kansans Steering Committee:

  • (Cancelled) Tuesday, October 2, 2007, 9:00 am to 11:00 am, Eisenhower State Building, 4th Floor Conf Room B.

The Kansas Health Policy Authority Board approved the creation of a new Steering Committee called “Health For All Kansans”.  This Committee will take the lead in collaborating with the Governor, legislators, and interested parties in developing policies that will promote health and affordable health care.  The membership to this Committee includes current and ex-officio KHPA Board members, key legislators, two invited public members, and KHPA Staff.  Specifically the HFAK membership includes: Senator Jim Barnett, Representative Jeff Colyer, Senator Laura Kelly, Representative Valdenia Winn, Ned Holland, Dr. Vernon Mills, Susan Page, Joe Tilghman, KDHE Secretary Rod Bremby, KID Commissioner Sandy Praeger, KU Dean Gail Agrawal, KU Associate Professor Andy Tompkins, Troy Findley, and KHPA Executive Director Marci Nielsen.

  • The Steering Committee held its first planning meeting on Friday, February 9, 2007. Please see attached agenda as well as list of policy options reviewed by the Committee.
  • The Steering Committee met on Monday, February 19, 2007; please see attached agenda. Also attached is copy of Steering Committee Consensus and Process document, as well as copy of the draft Prioritizing Initiatives document.
  • The Steering Committee met on Monday, March 5, 2007, please see attached copy of Committee Role, Guiding Principles, and Legislative Proposals.
  • The Steering Committee met on Tuesday, March 13, 2007; please see attached agenda and also a copy of the Summary Document of timelines and possible legislation.
  • The Steering Committee met on Monday, March 19, 2007, from 12:30 pm to 2:00 pm at the Eisenhower State Office Building, 4th Floor, West Wing, Conf Room B, 700 SW Harrison, Topeka KS; please see attached proposed short-term legislative package and associated timeframes. This document was reviewed by the members and several revisions were recommended to this document before submitting to the KHPA Board for approval at the March 20th Board meeting.
  • The Steering Committee met on Wednesday, August 1, 2007, from 1:30 pm to 3:30 pm at the Eisenhower State Office Building, 4th Floor, West Wing, Conf Room B, 700 SW Harrison, Topeka KS; please see agenda and the Health Reform Roadmap which outlines overarching goals, timelines, and considerations for reform designs. Kansas has been selected to participate with a number of other states in the Robert Wood Johnson Foundation's State Coverage Institute to study the comprehensive health reforms currently underway. Membership to the Kansas SCI Team will be current members of the Health for all Kansans Steering Committee. Available here is the summary of the SCI program.

KHPA Health For All Kansans Steering Committee - State Coverage Institute (SCI)


Nine members of the Health for All Kansas steering committee will be attending a State Coverage Institute (SCI) meeting which is scheduled September 26, 27 and 28, 2007, at the Renaissance Hotel, One West Wacker Drive, Chicago IL. The SCI is funded by the Robert Wood Johnson Foundation and coordinated by Academy Health. The meeting will allow opportunities for Kansas and other states to obtain expertise and educational opportunities related to various components of health reform. An initial site visit was held on August 14th, where SCI staff met members of the Kansas Team, which was highlighted at the Health for All Kansas Steering Committee on August 1, 2007.
